Our mission

The mission of the Hooper Bay Charter School is to embrace the reality of our unique rural environment with its rich Alaska Native traditions, tribal government, native village, native village corporation (Sea Lion Corporation), ANCSA corporations, and cultural-based learning organizations, and create a partnership to develop well-prepared Alaska Native students who are, in -turn, able to contribute to their community. The school partnership will include Elders, Alaska Native leaders, youth, parents, and teachers together to develop and implement a curriculum reflective of cultural values, traditions, practices, and language.

An educational system that utilizes traditional ways of knowing and methods of instruction will help to transition rural Alaska Native students into Western post-secondary education and training opportunities while fostering pride and a strong sense of cultural identity. The HBCS will engage in educational innovation and serve as a demonstration for other schools and educators who wish to develop effective methodologies and approaches for working with Alaska Native students, their families, and their communities.

Our History

In early 2018, Sea Lion Corporation (SLC) and the Tribe of Hooper Bay issued a resolution to support the development of Hooper Bay Charter School. SLC provided funding for a feasibility study and sponsored three community awareness meetings. Eighty-five (85) households with school-age children were surveyed about their interest in a new schooling option and features of a new school they would support. This information guided the development of the school mission, core beliefs, and instructional design. An Academic Policy Committee (APC) was formed in 2018. The APC includes members who fulfill multiple roles (e.g. parent and City employee, parent and tribal member) though identified with one role on the APC.

The Hooper Bay Charter School APC has held regular monthly (sometimes twice monthly) meetings since 2018 to develop and approve the APC operating Bylaws, the Administrative Policy Manual for the school, and the Alaska Charter School Application. The APC, per its charge in Alaska statute and the school bylaws, hired the school principal in the spring of 2020.

The Hooper Bay Charter School was approved by the regional school board and the Alaska State Board of Education in 2020 to begin serving 60 students in grades 4-8 in fall 2020. The Hooper Bay Charter School represents a significant investment of community effort. The opening of the school fulfills the dream of many for school decolonization and teaching and learning that embodies Yuyaaraq, the traditional Yup’ik ways of being. Currently, Hooper Bay Charter School shares a facility with the larger K-12 Hooper Bay School, allowing for some economy of services such as student nutrition and janitorial. Students from both schools may participate in after-school and summer school activities together.
